Boston’s bid for the 2024 Olympic Games — and the accompanying proposals to upgrade the city’s infrastructure — may be in the past, but state Representative Nick Collins of South Boston is pursuing improvements to one of the city’s most vexing transportation nodes: Kosciuszko Circle.Last Friday, Collins wrote a letter asking Governor Charlie Baker to address the congested Dochester-South Boston intersection, known by some addled commuters as the “devil rotary.’’
